In the New Testament, Jesus encounters individuals possessed by demons that render them unable to speak or hear. The Gospels, including Mark and Luke, record such instances, where Jesus casts out these demons, restoring the afflicted persons' ability to speak and hear. The phenomenon is also noted in Matthew, where Jesus heals a man possessed by a demon, and gives His disciples authority to cast out unclean spirits, as seen in Matthew 10. The Bible also acknowledges that God is sovereign over all forms of disability, as seen in Exodus, where He declares that He makes both the deaf and the mute.

When Jesus saw that a crowd had come running, He rebuked the unclean spirit. “You deaf and mute spirit,” He said, “I command you to come out and never enter him again.”
One day Jesus was driving out a demon that was mute. And when the demon was gone, the man who had been mute spoke. The crowds were amazed,
And the LORD said to him, “Who gave man his mouth? Or who makes the mute or the deaf, the sighted or the blind? Is it not I, the LORD?
Then a demon-possessed man who was blind and mute was brought to Jesus, and He healed the man so that he could speak and see.
And calling His twelve disciples to Him, Jesus gave them authority over unclean spirits, so that they could drive them out and heal every disease and sickness.
You believe that God is one. Good for you! Even the demons believe that—and shudder.
