First of all, then, I urge that petitions, prayers, intercessions, and thanksgiving be offered for everyone— for kings and all those in authority—so that we may lead tranquil and quiet lives in all godliness and dignity.
Everyone must submit himself to the governing authorities, for there is no authority except that which is from God. The authorities that exist have been appointed by God. Consequently, whoever resists authority is opposing what God has set in place, and those who do so will bring judgment on themselves. For rulers are not a terror to good conduct, but to bad. Do you want to be unafraid of the one in authority? Then do what is right, and you will have his approval. For he is God’s servant for your good. But if you do wrong, be afraid, for he does not carry the sword in vain. He is God’s servant, an agent of retribution to the wrongdoer. Therefore it is necessary to submit to authority, not only to avoid punishment, but also as a matter of conscience. This is also why you pay taxes. For the authorities are God’s servants, who devote themselves to their work. Pay everyone what you owe him: taxes to whom taxes are due, revenue to whom revenue is due, respect to whom respect is due, honor to whom honor is due. Be indebted to no one, except to one another in love. For he who loves his neighbor has fulfilled the law. The commandments “Do not commit adultery,” “Do not murder,” “Do not steal,” “Do not covet,” and any other commandments, are summed up in this one decree: “Love your neighbor as yourself.” Love does no wrong to its neighbor. Therefore love is the fulfillment of the law. And do this, understanding the occasion. The hour has come for you to wake up from your slumber, for our salvation is nearer now than when we first believed. The night is nearly over; the day has drawn near. So let us lay aside the deeds of darkness and put on the armor of light. Let us behave decently, as in the daytime, not in carousing and drunkenness, not in sexual immorality and debauchery, not in dissension and jealousy. Instead, clothe yourselves with the Lord Jesus Christ, and make no provision for the desires of the flesh.

Remind the believers to submit to rulers and authorities, to be obedient and ready for every good work, to malign no one, and to be peaceable and gentle, showing full consideration to everyone. For at one time we too were foolish, disobedient, misled, and enslaved to all sorts of desires and pleasures—living in malice and envy, being hated and hating one another. But when the kindness of God our Savior and His love for mankind appeared, He saved us, not by the righteous deeds we had done, but according to His mercy, through the washing of new birth and renewal by the Holy Spirit. This is the Spirit He poured out on us abundantly through Jesus Christ our Savior, so that, having been justified by His grace, we would become heirs with the hope of eternal life. This saying is trustworthy. And I want you to emphasize these things, so that those who have believed God will take care to devote themselves to good deeds. These things are excellent and profitable for the people. But avoid foolish controversies, genealogies, arguments, and quarrels about the law, because these things are pointless and worthless. Reject a divisive man after a first and second admonition, knowing that such a man is corrupt and sinful; he is self-condemned.
When the Gentiles heard this, they rejoiced and glorified the word of the Lord, and all who were appointed for eternal life believed.
When you enter the land that the LORD your God is giving you and have taken possession of it and settled in it, and you say, “Let us set a king over us like all the nations around us,” you are to appoint over yourselves the king whom the LORD your God shall choose. Appoint a king from among your brothers; you are not to set over yourselves a foreigner who is not one of your brothers. Then his heart will not be exalted above his countrymen, and he will not turn aside from the commandment, to the right or to the left, in order that he and his sons may reign many years over his kingdom in Israel.
and if My people who are called by My name humble themselves and pray and seek My face and turn from their wicked ways, then I will hear from heaven, forgive their sin, and heal their land.
But we should always thank God for you, brothers who are loved by the Lord, because God has chosen you from the beginning to be saved by the sanctification of the Spirit and by faith in the truth.
You did not choose Me, but I chose you. And I appointed you to go and bear fruit—fruit that will remain—so that whatever you ask the Father in My name, He will give you.

He has saved us and called us to a holy calling, not because of our works, but by His own purpose and by the grace He granted us in Christ Jesus before time began.
