to purpose, to plan, to intend to think, with the purpose of planning or deciding on a course of action In a number of languages there are two quite distinct sets of terms for planning depending upon the purpose involved in such planning. If the planning is constructive, either for oneself or someone else, one set of terms is likely to be used, while if the planning is harmful (usually against someone else), another set of terms would be used.
This meaning is also found as a variant reading: Οἱ δὲ ἀκούσαντες διεπρίοντο καὶ ἐβούλοντο ἀνελεῖν αὐτούς ‘but when they heard this they were furious, for they were planning to put them to death’ ACT 5:33 (apparatus).

βουλεύω. For the verb in its general sense followed by an infinitive, as in Ac 5° XD, cf. P Tebt I. 5828 (p.c. iri) βεβουλεύμεθα ἐκσπάσαι Td ἐπιδεδομένον ὑπόμνη(μα), “we have determined to abstract the memorandum” (Edd.), P Fay 1169 (A.D. 104) ἐπὶ βουλεύωμαι [eis π]όλιν ἀπελθῖν χάριν [τοῦ] Μικροῦ, “as I am intending to go to the city on account of the little one” (Edd.), Ὁ Leid W* 4 (ii/iii ap.) βουλευομένον (= cv) δὲ τὸ τρίτον τρίτον (om.) κακγᾶσε (/. καγχᾶσαι), **volente vero tertium cachinnari” (Ed.). The active (as in Isai 238) was perhaps obsolete : BGU IV. 10978 has been emended—see συμβουλεύω. The verb is absolute in the oldest dated Greek papyrus, P Eleph 15 (a marriage contract, B.C. 311-0) (= Selections, 1». 2)—the couple are to live ὅπου ἂν δοκῆι ἄριστον εἶναι βουλευομένοις κοινῆι βουλῆι. It is used of a judge conferring with his assessors in Chvest. II. 372). 18 (ii/a.p.) Εὐδαζίμων βουλευσάμενος σὺν τοῖς trapo[tjou εἶπεν κτλ. Note for the subst. P Fay 20? (ii/iv A.p.) ὅθεν μοι παρέστη τὸ βούλευμα τοῦτο, ‘* wherefore I have formed this intention” (Edd.).
