1. in a good sense, fit to undertake and accomplish anything, dexterous; wise, sagacious, skillful (Aristotle, Polybius, Plutarch, others; the Sept. Pro_13:1; Pro_28:2). But far more frequent.
2. in a bad sense, crafty, cunning, knavish, treacherous, deceitful, (Tragg., Aristophanes, Plato, Plutarch, others; the Sept.; Sir_6:32 (31) (but here in a good sense); , etc.): 2Co_12:16.

In Kaibel 1103 .3 πανοῦργος is found as an epithet of Eros. The editor renders it veterator , crafty : cf. 2Co_12:16 , the only occurrence of the adj. in the NT. P Lond 46 .73 (iv/A.D.) (= I. p. 67) shows πανουργικὸν ξύλον in a spell for discovering a thief. Πανοῦργος is formed on the analogy of κακοῦργος <κακο - ϝεργος (Boisacq s.v. πᾶς , p. 748).
