Context — Praise to the Victorious God
3Therefore, a strong people will honor You. The cities of ruthless nations will revere You.
4For You have been a refuge for the poor, a stronghold for the needy in distress, a refuge from the storm, a shade from the heat. For the breath of the ruthless is like rain against a wall, 5like heat in a dry land. You subdue the uproar of foreigners. As the shade of a cloud cools the heat, so the song of the ruthless is silenced.Cross References

Isaiah 25:3 Summary
[This verse, Isaiah 25:3, tells us that people who are strong in their faith will give honor to God, and even cities that have been ruled by cruel leaders will come to respect Him. This shows us that God is in control of everything and everyone, and that He will be praised by all people (as seen in Revelation 7:9-10). It's a reminder that our strength comes from God, and that we should trust in His power and authority, just like David did in Psalm 28:7. As we read in Romans 11:36, everything comes from God, and everything exists for Him, so it's only natural that all people will eventually honor and reverence Him.]
