Isaiah 32:4 The heart also of the rash shall understand knowledge, and the tongue of the stammerers shall be ready to speak plainly. Isaiah 32:17 — Comments - Righteous leaders bring peace and assurance to a land. Note a parallel thought in 1 Timothy 2:2, “For kings, and for all that are in authority; that we may lead a quiet and peaceable life in all godliness and honesty.”
