πάντως (from πᾶς), adverb, altogether (Latinomnino), i. e.
a. in any and every way, by all means: 1Co_9:22 (so from Herodotus down).
b. doubtless, surely, certainly: Luk_4:23; Act_18:21 (Rec.); ; 1Co_9:10 (Tob_14:8; Aelian v. h. 1, 32; by Plato in answers (cf. our colloquial by all means)). with the negative οὐ, α. where οὐ is postpositive, in no wise, not at all: 1Co_16:12 (often so as far back as Homer). β. when the negative precedes, the force of the adverb is restricted: οὐ πάντως, not entirely, not altogether, 1Co_5:10; not in all things, not in all respects, Rom_3:9; (rarely equivalent to πάντως οὐ, as in Ep. ad Diogn. 9 [ET] 'God οὐ πάντως ἐφηδόμενος τοῖς ἁμαρτήμασιν ἡμῶν.' Likewise, οὐδέν πάντως in Herodotus 5, 34. But in Theognis, 305 edition, Bekker οἱ κακοί οὐ πάντως κακοί ἐκ γαστρός γεγόνασι κτλ. is best translated not wholly, not entirely. Cf. The strongly affirmative sense of πάντως , surely, by all means, is well seen in P Ryl II. 229 .20 (A.D. 38) πάντω (ς ) δέ , Ἀφροδίσιε , τοὺς ἄρτους μοι πέμψον καὶ τὸ ὀψἀριον , be sure, Aphrodisius, to send me the loaves and the relish (cf. Joh_21:9 ), P Fay 129 .3 (iii/A.D.) ἐτάξατο πάντως καταβῆναι τῇ ἑνδεκάτῃ , he appointed for certain the eleventh for his coming down (Edd.), P Oxy XIV. 1676 .15 (iii/A.D.) ἀλλὰ πάντως κρείττονα εἶχες· διὰ τοῦτο ὑπερηφάνηκας ἡμᾶς , but you doubtless had better things to do; that was why you neglected us (Edd.), ib. 1680 .14 (iii/iv A.D.) ὑπονοοῦμαι ὅτι πάντως πάλιν τί ποτε ἔχει πρὸς σέ , I suspect that he must assuredly have some further claim against you, and P Giss I. 103 .22 (iv/A.D.) πάντως ταχέως ἡμᾶς κατ̣άλαβε : cf. also Herodas VII. 89.
The word is found in a complete negation in P Vat A .15 (B.C. 168) (= Witkowski .2 , p. 65, UPZ i. p. 303) οὐ γὰρ πάντως δεῖ στενῶς ἐπανάγοντά <σε > π̣ροσμένειν ἕως κτλ . cf.
