Context — A Cornerstone in Zion
14Therefore hear the word of the LORD, O scoffers who rule this people in Jerusalem.
15For you said, “We have made a covenant with death; we have fashioned an agreement with Sheol. When the overwhelming scourge passes through it will not touch us, because we have made lies our refuge and falsehood our hiding place.” 16So this is what the Lord GOD says: “See, I lay a stone in Zion, a tested stone, a precious cornerstone, a sure foundation; the one who believes will never be shaken.Cross References

Isaiah 28:14 Summary
This verse is a call to the rulers of Jerusalem to listen to God's message and obey Him. They have been rejecting His word and leading others astray, but God is giving them one last chance to repent. This is similar to what we see in Proverbs 1:24-32, where God calls out to those who have rejected Him, but they refuse to listen. We can learn from this verse by being careful to listen to and obey God's word in our own lives, and to trust in His promises rather than relying on our own strength or lies, as seen in Jeremiah 17:5-8 where blessing comes from trusting in the Lord.
