'And the Levites lay their hands on the head of the bullocks, and make thou the one a sin-offering, and the one a burnt-offering to Jehovah, to atone for the Levites,

“The Levites shall lay their hands on the heads of the bulls, and you shall offer the one for a sin offering and the other for a burnt offering to the LORD, to make atonement for the Levites.

And the Levites shall lay their hands upon the heads of the bullocks: and thou shalt offer the one for a sin-offering, and the other for a burnt-offering, to the LORD, to make an atonement for the Levites.

The Levites also shall put their hands upon the heads of the oxen, of which thou shalt sacrifice one for sin, and the other for a holocaust to the Lord, to pray for them.

“After that, the descendants of Levi must place their hands on the heads of the two bulls. Then the bulls will be killed and burned on the altar. One will be an offering to enable me to forgive them for the sins they have committed, and the other will be completely burned to please me.

1 Hebrews 10:4–10 because it is impossible for the blood of bulls and goats to take away sins. Therefore, when Christ came into the world, He said: “Sacrifice and offering You did not desire, but a body You prepared for Me. In burnt offerings and sin offerings You took no delight. Then I said, ‘Here I am, it is written about Me in the scroll: I have come to do Your will, O God.’” In the passage above He says, “Sacrifices and offerings, burnt offerings and sin offerings You did not desire, nor did You delight in them” (although they are offered according to the law). Then He adds, “Here I am, I have come to do Your will.” He takes away the first to establish the second. And by that will, we have been sanctified through the sacrifice of the body of Jesus Christ once for all.

Numbers 8:12 Summary

[The Levites, who were chosen by God to serve Him, still needed to make atonement for their sins, just like we do, as seen in Romans 3:23. This verse shows that God wants us to be holy and pure, and that He provides a way for us to be cleansed from our sins through substitutionary atonement, as described in Leviticus 16:20 and Hebrews 10:10. By laying their hands on the heads of the bulls, the Levites were able to transfer their sins to the animals, which were then offered to God as a sin offering and a burnt offering.
