VVHich goeth over] In the tokens of his presence, in the Arke of the Covenant, and all the appurtenances thereof, like a Generall: see upon Numbers 1:53. Joshua 3:6.

Deuteronomy 9:10

Of the Assembly] The generall Assembly of the people to receive the Law: Exodus 19:17.

Deuteronomy 9:18

As at the first] Namely the first time that I was upon the mount: Exodus 32:11. So it is likely that he was three times upon the mount within the time of fourty dayes. The first, when he received the Law: Exodus 4. 18. The second, when he made intercession for the people: Exodus 32:30-31. And the third, when he received the new Tables: Exodus 34:28.
