In God's loving care, believers are likened to sheep, dependent on their Shepherd for guidance and protection. The Psalms remind us that we are His people, the sheep of His pasture, as expressed in Psalms 100:3. Jesus teaches about His role as the Good Shepherd in John 10:11, where He lays down His life for His flock, and in the parable of the lost sheep in Luke 15:4-7. The Gospels also portray Jesus as having compassion on the crowds, seeing them as sheep without a shepherd, as noted in Matthew 9:36, and in John 10:1-16, He further explains His relationship with His sheep.

Know that the LORD is God. It is He who made us, and we are His; we are His people, and the sheep of His pasture.
“What man among you, if he has a hundred sheep and loses one of them, does not leave the ninety-nine in the pasture and go after the one that is lost, until he finds it? And when he finds it, he joyfully puts it on his shoulders, comes home, and calls together his friends and neighbors to tell them, ‘Rejoice with me, for I have found my lost sheep!’ In the same way, I tell you that there will be more joy in heaven over one sinner who repents than over ninety-nine righteous ones who do not need to repent.
When He saw the crowds, He was moved with compassion for them, because they were harassed and helpless, like sheep without a shepherd.
“Truly, truly, I tell you, whoever does not enter the sheepfold by the gate, but climbs in some other way, is a thief and a robber. But the one who enters by the gate is the shepherd of the sheep. The gatekeeper opens the gate for him, and the sheep listen for his voice. He calls his own sheep by name and leads them out. I have come that they may have life, and have it in all its fullness. I am the good shepherd. The good shepherd lays down His life for the sheep. The hired hand is not the shepherd, and the sheep are not his own. When he sees the wolf coming, he abandons the sheep and runs away. Then the wolf pounces on them and scatters the flock. The man runs away because he is a hired servant and is unconcerned for the sheep. I am the good shepherd. I know My sheep and My sheep know Me, just as the Father knows Me and I know the Father. And I lay down My life for the sheep. I have other sheep that are not of this fold. I must bring them in as well, and they will listen to My voice. Then there will be one flock and one shepherd.
The LORD is my shepherd; I shall not want. He makes me lie down in green pastures; He leads me beside quiet waters. He restores my soul; He guides me in the paths of righteousness for the sake of His name. Even though I walk through the valley of the shadow of death, I will fear no evil, for You are with me; Your rod and Your staff, they comfort me. You prepare a table before me in the presence of my enemies. You anoint my head with oil; my cup overflows. Surely goodness and mercy will follow me all the days of my life, and I will dwell in the house of the LORD forever.

They were scattered over the face of all the earth, with no one to search for them or seek them out.’ Therefore, you shepherds, hear the word of the LORD: ‘As surely as I live, declares the Lord GOD, because My flock lacks a shepherd and has become prey and food for every wild beast, and because My shepherds did not search for My flock but fed themselves instead, therefore, you shepherds, hear the word of the LORD!’ This is what the Lord GOD says: ‘Behold, I am against the shepherds, and I will demand from them My flock and remove them from tending the flock, so that they can no longer feed themselves. For I will deliver My flock from their mouths, and it will no longer be food for them.’ For this is what the Lord GOD says: ‘Behold, I Myself will search for My flock and seek them out. As a shepherd looks for his scattered sheep when he is among the flock, so I will look for My flock. I will rescue them from all the places to which they were scattered on a day of clouds and darkness. I will bring them out from the peoples, gather them from the countries, and bring them into their own land. I will feed them on the mountains of Israel, in the ravines, and in all the settlements of the land. I will feed them in good pasture, and the lofty mountains of Israel will be their grazing land. There they will lie down in a good grazing land; they will feed in rich pasture on the mountains of Israel. I will tend My flock and make them lie down, declares the Lord GOD. I will seek the lost, bring back the strays, bind up the broken, and strengthen the weak; but the sleek and strong I will destroy. I will shepherd them with justice.’ This is what the Lord GOD says to you, My flock: ‘I will judge between one sheep and another, between the rams and the goats. Is it not enough for you to feed on the good pasture? Must you also trample the rest of the pasture with your feet? Is it not enough for you to drink the clear waters? Must you also muddy the rest with your feet? Why must My flock feed on what your feet have trampled, and drink what your feet have muddied?’ Therefore this is what the Lord GOD says to them: ‘Behold, I Myself will judge between the fat sheep and the lean sheep. Since you shove with flank and shoulder, butting all the weak ones with your horns until you have scattered them abroad, I will save My flock, and they will no longer be prey. I will judge between one sheep and another. I will appoint over them one shepherd, My servant David, and he will feed them. He will feed them and be their shepherd. I, the LORD, will be their God, and My servant David will be a prince among them. I, the LORD, have spoken. I will make with them a covenant of peace and rid the land of wild animals, so that they may dwell securely in the wilderness and sleep in the forest. I will make them and the places around My hill a blessing. I will send down showers in season—showers of blessing. The trees of the field will give their fruit, and the land will yield its produce; My flock will be secure in their land. Then they will know that I am the LORD, when I have broken the bars of their yoke and delivered them from the hands that enslaved them. They will no longer be prey for the nations, and the beasts of the earth will not consume them. They will dwell securely, and no one will frighten them. And I will raise up for them a garden of renown, and they will no longer be victims of famine in the land or bear the scorn of the nations. Then they will know that I, the LORD their God, am with them, and that they, the house of Israel, are My people,’ declares the Lord GOD. ‘You are My flock, the sheep of My pasture, My people, and I am your God,’ declares the Lord GOD.”
Jesus asked a third time, “Simon son of John, do you love Me?” Peter was deeply hurt that Jesus had asked him a third time, “Do you love Me?” “Lord, You know all things,” he replied. “You know I love You.” Jesus said to him, “Feed My sheep.
He was oppressed and afflicted, yet He did not open His mouth. He was led like a lamb to the slaughter, and as a sheep before her shearers is silent, so He did not open His mouth.
I will surely gather all of you, O Jacob; I will collect the remnant of Israel. I will bring them together like sheep in a pen, like a flock in the midst of its pasture— a noisy throng.
